Cook the pasta according to package directions, until just al dente. Drain and rinse with cold water to cool the pasta. Set aside.
In a large bowl, whisk together the olive oil, lime juice, vinegar, honey, chili powder, cumin, garlic powder, and salt and pepper.
Add the cooked pasta, shredded chicken, black beans, black eyed peas, bell pepper, corn, cilantro, and red onion. Toss until combined.
Serve at room temperature or chilled.
